Clutch has zero pressure

Just installed a new slave cylinder on my '82 wagon and the pedal has zero pressure. No fluid is moving in the tube reservoir and I'm not getting any fluid out of the bleeder on the slave cylinder. Is it safe to assume that the master cylinder is toast or am I missing something here? I can't see any leaks on either side of the firewall. I would I could at least get a little pressure built up, but the pedal swings freely!
