Wipers and radio messed up after rainstorm leakage

[I posted this general topic including flooding under INTERIOR]

Initially the original electronic radio couldn't get reception and wouldn't switch from AM to FM; and, the [interval] wipers were extremely erratic and could not be shut off.

Removed wiper wiring and governor.
Water dripped out of governor box. 

After wiper disconnect radio worked OK[why?].

Dried out governor.  Temporarily hooked up wiper wiring plugs.
 
Only have high speed and have radio static without wiper operating.
 
What is going on here?

Have consulted MR 251 regarding the high speed only situation but cannot turn/remove slotted nut that holds wiper switch to dash to test it.  Any suggestions?
