I'd almost bet that the power wire for the fog lights are attached the wrong relay. They should recieve their power from the same relay as the low beams.

In the diagram I posted I bet that the fog light is connected to the high beam (orange) instead of the green.

Thought I would add a response to this old post. I've been having goofy things happening to my headlights such as lack of low beams, high beams not turning off, etc. After reading this old thread, I figured I would do this modification recommended by Eaglefreek 11 years ago (which I said I was going to do at that time lol. Better late than never). Whe I went to cut the wire from the 87a pin on the high beam relay, I the wire pulled out of the connector very easily and looked like it was poorly connected from day 1 ( see picture). I finished the modification and now have consistent low beams but still having issues with the high beams not wanting to turn off. I've replaced the floor mounted dimmer switch but that hasn't solved the problem. Will do more investigating next weekend.
