I'd almost bet that the power wire for the fog lights are attached the wrong relay. They should recieve their power from the same relay as the low beams.

In the diagram I posted I bet that the fog light is connected to the high beam (orange) instead of the green.

another project to add to the list.  Thank goodness it'll be summer soon and i can get out of my tiny cold and cramped garage.  thanks for the links and the diagram.
