Push rod boots?

I'm working on my 1981 Eagle SW, 258auto. Leaking plastic rocker cover, so I pulled it. The attached pic shows 4 push rods. The 2 on left look fine. The  other 2 have some sort of rubber boot around them. I'm in the process of removing the push rods with these "boots" around them, just wondering if anyone knows why someone would put them there in first place? It looks like five push rods have this wrapper.

In my 50-plus years of messing with old cars; I've never seen such a thing!  I wonder if someone had a problem with the pushrod bouncing out of the rocker arm (due maybe to weak valve springs?), and shoved something over the rod to try to keep it centered in the hole??    Beats me!

Oh well, I should have measured length. After I put it back together, I found the push rod recall in the eaglepedia for 1981 motors. I think the "boots"were made with gasket goop. Maybe the recall dealer didn't have enough to replace all of them...doesn't seem to have affected anything....
