In PA at least, it is illegal for tires to stick out past the fenders.

Should be illegal everywhere. Not only does it look stupid but it can be dangerous. Unless you don't care about the windshield and paint of the car behind you.
And occasionally the paint of your car as well. Had a jeep for a while that had tires sticking out past the flares. Every once and a while I could hear a rock hit the back window. It sure made a mess too in wet road conditions. Put the eagle wheels on it for a few days, it cut down considerably as to where the tires could throw mud.
