I can't imagine you'd have any problems with the HEI, with either the do-it-yourself version posted on this website, or going with the all in one distributor. They aren't trained to look that far in depth. I had done the DIY HEI on my Kammback before my test, and it didn't raise any eyebrows. My friend had an SX/4 and said half of the emission stuff was missing and he still passed the visual inspection. They look for the cat on all vehicles, I'm guessing on our Eagles the only other thing they might notice as missing was a smog pump or EGR. But again, if you're doing a complete swap and have the emissions stuff for the new engine, which on a 4.0 isn't much, you'll be able to pass.
