Paint on my Rack

I've got a roof rack on my 81 Kamm that is painted black and is no longer the bright finish.  What is a good option to either strip the paint or maybe use to apply fresh paint?

I'm also in the works of making a removable light bar for my Eagle that will connect to the rack I'll post a pic here hopefully soon of the crossbar.. It's from a Saab Ski rack I believe.
