Without getting into technicalities 129 transfer cases can compensate for minor differences in front-to-rear driveline rotational speeds. As long as the tires are approximately the same size all around you can drive it as fast as conditions permit. The only reason you need to stop to engage is to give the front axle the opportunity to engage.
