Found this while browsing my '81 TSM. Anyone know why Georgia and Tennessee cars are special?

I have seen that too in the TSM's. I have no idea why.
Don't know about Georgia, but in Tennessee cars, maybe some components allowing some amounts of a well-known brand bourbon to be mixed with fuel or oil ? ;D
