Spare tire well

I have some massive rust holes in the space where the spare tire went in the trunk of my 1984 Eagle Sedan. Apparently, a cause for it to be parked as the gas tank and trunk rotted out due to Detroit's Stimulus package getting stuck between the tank and trunk floor.

Instead of molding around a spare tire which I don't have (Rims don't have tires on them ATM), I'd like to just cut the well out and make the trunk floor flat. Is the well for the spare tire integral to the mounting of the gas tank or could I cut that area out?
