84" Eagle wont go above 40mph

hey everyone! new to eagles but a jeep guy myself.

im looking at this 84 eagle to buy, it will not go over 35mph, runs great otherwise( idles and spins tires in 2wd on dirt.

when it dies out if you let off the gas it will stay running, you can accelerate hard or slow up to 35mph but it will never make it past that speed.

p.o has tried carb swaps, fuel pumps/ filters/ lines. hei distributor

any tips on things to look for would be great! if this was a newer jeep i would think its a 4wd low shut off switch to prevent damage, but i cant image they had that in 84.

No 4wd cutoff. My first eagle did somthing like that. I removed a plugged cat conv. and all was good. It would pin the speedo after that.
