Title: EGR backpressure with a Cat Delete - EGR not working

Right now where I live doesn't mandate I need a catalytic converter (but I can reinstall it easily enough if the mandate comes back) and I'd rather not deal with the headaches with living in a hotspot for converter thefts but I'm not sure how removing that restriction is affecting my EGR.
They are backpressure metering units on a 258 and while I can confirm that my EGR vacuum routing is good the EGR itself is clean and will operate if I blow on the exhaust port and apply a vacuum, if I follow the test procedure in the TSM to get the engine hot and rev above 1500rpm I don't feel the EGR operate.
Would that be the lack of backpressure from the cat delete or a malfunctioning EGR?
