Best bang for the buck modifications

Topic says it all.

What would you consider the best bang for the buck modifications?

Head swap VS engine, TBI carb or FI, and so on.

If you were to choose, which would you pick to be the simplest, cheapest options.

For me, the stock engine with HEI is a solid start.
